A los quince años de la entrada en vigor de la Ley 1/2010, de 19 de febrero, conocida coloquialmente como del "blindaje" del Concierto Económico, procede preguntarse sobre el enjuiciamiento de la constitucionalidad de la normas forales tributarias, no ya tanto ante el propio Tribunal Constitucional, sino en su primera instancia, ante el Tribunal Superior de Justicia del País Vasco, y en su caso también, y como paso previo, sobre el planteamiento de la cuestión prejudicial.
Desde la experiencia del ponente, el Magistrado del Tribunal Superior, Don Juan Alberto Fernández Fernández, abordará otras cuestiones directamente relacionadas con el tema en cuestión como pueden ser, la bondad del instrumento del recurso indirecto en manos del administrado para plantear la inconstitucionalidad de la norma foral tributaria, la trascendencia del recurso de casación autonómica en estas situaciones, o la extensión de efectos de las Sentencias del Tribunal Constitucional declarativas de la inconstitucionalidad de una norma tributaria de territorio común a una norma foral de idéntica redacción, contenido y materia enjuiciada.

The OECD-GVH Regional Competition Centre (RCC) (1), in cooperation with the Basque Competition Authority and the Deusto University, is organizing a seminar in Bilbao from 18th to 20th March 2025 to address specific competition law issues related to the Tourism and Transport sectors.
The beneficiaries of the program are the authorities of: Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Kazakhstan, Kosovo (2) , Kyrgyzstan, North Macedonia, Moldova, Montenegro, Romania, Serbia, Ukraine and Uzbekistan, as well as representatives of the Eurasian Commission.

One of the main objectives of the OECD Regional Centre's seminars is to build a community within the beneficiary authorities. Therefore, the methodology is based on workshops with a practical approach in which participants and experts exchange experiences, problems and reflections interactively.
(1) The RCC is a collaborative project between the OECD and the Hungarian Competition Authority (GVH) that provides capacity building in competition policy and enforcement in South Eastern and Eastern Europe.

On the second Thursday of each month at 18:00 pm in the premises of Deusto Campus we will screen films related to one of the Sustainable Development Goals of the 2030 Agenda to, after viewing, generate an open dialogue to share impressions and ideas about the film and its theme.
At the end of the cycle, a projector will be raffled among those who have participated in the sessions held during the semester.

The San Sebastian campus of Deusto University is hosting the opening of the virtual exhibition “extraORDINARY WOMEN: Women and work in Gipuzkoa”.
The exhibition gives visibility to the historically forgotten work of women in the economy of Gipuzkoa by exhibiting pieces of great artisanal or artistic value from Gordailua, San Telmo Museoa and Kutxa Fundazioa.

The San Sebastian campus of the University of Deusto will host on March 12 the opening of the virtual exhibition “extraORDINARY WOMEN: Women and work in Gipuzkoa”, a tribute to the role of women in the economic development of our territory. The exhibition is part of the RE-WIRING, research program, funded by the European Union, which aims to reverse gender inequalities.
The exhibition brings together pieces of great artisanal or artistic value from Gordailua, San Telmo Museoa and Kutxa Fundazioa that tell us about the relationship of women with work objects, especially during the industrialization of our territory. Likewise, the artist Irati Cano exhibits an audiovisual work commissioned for this exhibition that proposes a reflection on the false dichotomies between the analogical and the digital, the reproductive and the productive, the masculine and the feminine.
In this exhibition will participate:
