OPEN HOUSE BILBAO 2023
The greatest open-door festival in Bilbao
Open House is an international architecture and design festival that was first held in London by Victoria Thornton in 1992. Over the last few years, the festival has spread to other cities at the cultural forefront of architecture and design. For 48 hours a year, the doors of different buildings in the city are opened free of charge, with the aim of promoting design and architecture among the public under the motto "48 hours to discover the city together".
Now in the 7th year of OPEN HOUSE BILBAO, the University of Deusto will be joining this initiative once again, opening its doors to residents and visitors interested in getting to know our university's historical and artistic heritage.
The University of Deusto offers three separate tours depending on the building you wish to visit: The Literary building, La Commercial building, the Library-CRAI. All the visits will take place on Saturday 7 October, in the morning and afternoon in the case of the Literary and La Comercial buildings and in the morning only for the Library-CRAI.

Friday 6 October will see the start of this year's Expert Diploma in Digital Law, where Carlos Fernández Hernández will give the opening lecture on entitled "La inteligencia artificial. Propuestas Regulatorias para una tecnología ¿ingobernable?"
More than any other technology, Artificial Intelligence is currently a topic open to debate from many perspectives: ethical, political, social and, of course, legal. In particular, jurists, who are responsible for defining and implementing a regulatory framework that considers its characteristics, foundations, possible uses and effects, are faced with the difficulty of accurately identifying this figure and understanding its capabilities, limitations and risks. The new regulatory framework being developed by the European Union is a challenge, the main elements of which we will attempt to present in this talk, without losing sight of the various initiatives that are being deployed for the same purpose in other national and international spheres.

Almost a year after the entry into force of Law 16/22, of 5 September, which incorporated restructuring plans into our legislation, many questions have been raised regarding the regulation introduced by this Law. There have also been some "novel" judicial pronouncements that have marked a turning point in this area, bringing to the fore new issues arising from its approval.
This will be the subject matter covered at the start of this year's "Expert Diploma in Insolvency Law" taught at the Law School in collaboration with LA LEY and ASPAC.
The opening session will be held at the University of Deusto's Garate Room on 5 October, at 17:00. The keynote lecture of this opening session, " Los planes de reestructuración en el primer año de vigencia de la Ley 16/2022: particular referencia a los créditos ICO", will be delivered by Cayetana Lado Castro-Rial, Director of Legal Advice and Secretary of the Board of the Instituto de Crédito Oficial (Official Credit Institute). This year's Expert Diploma in Insolvency Law includes the new features introduced by the reform of the Consolidated Text of the Insolvency Law, which incorporates Directive (EU) 2019/1023 of the European Parliament and of the Council of 20 June, such as the regulation of pre-insolvency proceedings and the specific procedure for micro-companies. It also deals with the changes introduced in the insolvency procedure, such as insolvency without estate, removal of the liquidation plan, the new profiles of the insolvency administrator and the new regulation of the classification and discharge of outstanding liabilities. A duvet is a lightweight bed covering with fillings in a variety of weights and thicknesses, the purpose of which is to cover the bed and protect sleepers from cold and damp. The duvet metaphor allows us to better understand the world we live in, its cities, territories, communities and people. How we use this duvet brings about misalignments such as the scientific-technological paradigm on the planet. The fast-paced, globalised handling of this duvet called the world is leading to highly complex environmental, economic, social and cultural imbalances.
